Barzani: I agreed with Al-Kazemi to take a strong response to the missile strikes

President of the Kurdistan Regional Government, Masrour Barzani, confirmed today, Wednesday, that he spoke with Prime Minister Mustafa Al-Kazemi, after the missile attack that targeted Erbil International Airport, stressing that the response to this attack will be strong.

Masrour Barzani said in a tweet on Twitter: “I strongly condemn the missile attack tonight in Erbil. The Kurdistan Regional Government will not tolerate any attempt to undermine the stability of the Kurdistan Region and our response will be strong.”

He pointed out that he had spoken with the Iraqi Prime Minister, Mustafa Al-Kazemi, about the aforementioned bombing, stressing the importance of holding the perpetrators accountable for their actions.

In turn, the Ministry of the Interior of the Kurdistan Regional Government said in a statement that six rockets were fired between the villages of Sheikh Amir and Tarjila in Bartella.

She added that this area is controlled by the 30th Brigade of the Popular Mobilization Forces, and the Ministry’s special teams are investigating seriously in order to obtain more information.

For his part, the Counter-Terrorism Service in the Kurdistan Region said in a statement that the Popular Mobilization Forces fired six missiles from a site near Mosul, adding that the missiles targeted Erbil International Airport.

The Prime Minister wrote on his official account on Twitter, “I strongly condemn the missile attack this evening in Erbil. The Kurdistan Regional Government will not tolerate any attempt to undermine Kurdistan’s stability, and our response will be strong.”

He added, “I spoke to Prime Minister Mustafa Al-Kazemi about the need to hold the perpetrators accountable.”

The international coalition forces announced that they are investigating the missile strikes that targeted areas around Erbil International Airport.

” Initial reports indicate that indirect fire did not fall on coalition forces in Erbil tonight. There were no casualties or damage. The incident is under investigation,” coalition spokesman Wayne Maruto said in a tweet .

And the Counter-Terrorism Foundation in the Kurdistan Region revealed, earlier today, that six missiles launched from Nineveh Governorate landed near Erbil International Airport.

A statement of the Foundation, received by Shafaq News, stated that the missiles were launched at 8:30 pm from Sheikh Amir village of Mosul, which is under the control of the Popular Mobilization Forces, towards Erbil International Airport.

He added that those rockets landed far from the airport, and two of them did not explode and did not cause any human damage.

The village of Sheikh Amir belongs to Bartella district in the Hamdaniya district, 38 km from the city of Mosul.

For its part, the Ministry of Interior of the Kurdistan Regional Government revealed more details about the bombing.

The ministry said in a statement received by Shafaq News, “At 8:30 pm today, six missiles were launched towards Erbil International Airport, and fortunately their targets were not hit and no damage was caused.”

She added, “The rockets were fired on a pick-up wheel at the Bartella border between the villages of Sheikh Amir and Tarjila, which are areas within the borders of the 30th Brigade of the Popular Mobilization Forces.”

“Our specialized teams are continuing their required investigations in this regard, to obtain more information,” she added.

The ministry added, “While we strongly condemn this cowardly terrorist act, we declare our full readiness to deter any aggression, and we demand the federal government to take the necessary measures.”

The head of the Popular Mobilization Authority, Faleh al-Fayyad, issued an order on September 21 to exempt Waad al-Qaddo from the duties of the commander of the 30th Brigade in the Popular Mobilization Forces, and to assign Zain al-Abidin Jamil Khader to replace him.

This faction is spread in the Nineveh Plains, especially in Shabak areas, and faces accusations by Sunni tribes in Nineveh of committing violations against their sons by placing them in secret prisons, torturing them, and in some cases liquidating them.

Parliamentary Finance: We will receive the borrowing law instead of the budget law, and we will have to support it

A member of the Parliamentary Finance Committee, Jamal Cougar, said today, Wednesday, that Iraq’s imports for the current month are not sufficient to pay salaries and emergencies, indicating that Parliament will receive the borrowing law and will be obliged to support it, in line with matters.

Cougar told Al-Akhbariya, “The government of former Prime Minister Adel Abdul-Mahdi left the government of the current president, Mustafa Al-Kazemi, a heavy legacy and a stifling economic crisis, and we cannot blame the current government for any crisis at all.”

 He added that “the government will send the law of external and internal borrowing instead of the budget law, and it will be supported by Parliament to overcome the economic crisis.”

Cougar pointed out that “the total Iraq wanted during the current month is more than 3 trillion dinars, while Iraq needs six trillion dinars to fill the operational budget, salaries and emergencies.”

It is noteworthy that a number of political blocs opposed borrowing again, whether internally or externally, while the prime minister promised to maximize state resources by controlling outlets, eliminating corruption, strengthening investment, revitalizing the private sector, and other things.

SULAIMANI — The Kurdistan Regional Government’s (KRG) Council of Ministers on Wednesday (September 30) called on the federal government to transfer an expected 320 billion Iraqi dinars ($269 million) in funding as soon as possible so that it can pay public servants in the Kurdistan Region.

The Council also approved a decision by the Finance and Economy Ministry to disburse public salaries with an eighteen percent cut, according to a press release from the KRG.

Public sector workers in the Region have not been paid since mid-August.

In April, Baghdad cut off all budget transfers to Erbil in retaliation for its failure to send the federal government any of the oil it was required to under the 2019 federal budget law, causing a severe disruption in the Region’s finances.

Funding totaling 320 billion Iraqi dinars per month was restored in a deal between the two governments last month, but it is a temporary agreement contingent on Erbil fulfilling a promise to bring customs procedures at international borders under federal control.

The federal government has said that it will make the budget transfer once it pays its own public servants.

During the weekly meeting, KRG Minister of State Khaliad Shwani and Minister of Interior Rebar Ahmad briefed ministers about the state of negotiations with Baghdad and the disputed areas said that face-to-face meetings would happen soon.

Turning to other issues, the cabinet condemned attacks on foreign embassies and military installations in Iraq and urged residents to adhere to public health guidelines because of the continued coronavirus outbreak.

Parliamentary Finance: Withdrawing all the funds accumulated for the Chinese agreement

The Parliamentary Finance Committee confirmed, on Wednesday, the withdrawal of all the funds accumulated for the Iraq-China agreement.

Committee member Naji Al-Saeedi said, according to the official agency, that “the accumulated funds for the Iraq-China agreement due to the sale of 100,000 barrels per day have been withdrawn to cover the salary deficit in the past months.”

He pointed out that “the funds frozen in international banks are very few and do not rise to the solution of the liquidity shortage”, indicating that “recovering the frozen funds is the responsibility of the Ministry of Foreign Affairs.”

A statement by the regional government presidency stated that at the beginning of the meeting, the Prime Minister expressed his regret at the high numbers of infections and deaths due to the Coronavirus, calling on all government institutions and departments to adhere to preventive measures and health guidelines, and also called on citizens to do everything possible to preserve their safety.

The Deputy Prime Minister presented an overview of the life of the former supervisor of the late Garmian Administration, Salah Kwekha, in which he spoke of his courage, sincerity, dedication and loyalty from the time he was a fighter in the ranks of the Peshmerga until his last days as a supervisor of the Garmian Administration, and he offered condolences on behalf of the Cabinet to his family and to the people of Garmian.

The Council of Ministers extended its condolences to the Kuwaiti people and the Emirati family on the death of the Emir of the State of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, who had good friendship with the Kurdistan region.

The Cabinet stressed the need to establish security in Iraq and protect embassies, missions and diplomatic offices in Baghdad, and it was emphasized that the deterioration of the situation in Iraq is not in the interest of Iraqi citizens in general, including the Kurdistan region. 

The Minister of Interior, Ripper Ahmed, and the Minister of the Territory for Negotiations with the Federal Government, Khaled Shawani, presented a detailed report for each of them prepared by the Negotiating Committee on the resumption of negotiations with the Federal Government regarding the Kurdish areas outside the administration of the “disputed” region.

The statement indicated that the Council of Ministers approved the proposed plans and recommendations presented, and directed the committee to implement and continue previous efforts in this regard and to work seriously to implement Article 140 of the Constitution, especially that the issue of territories and disputed areas is one of the priorities of the ninth ministerial formation and the focus of public opinion In the Kurdistan region, the outstanding problems between the region and Baghdad are not limited to the budget and salaries.

At the conclusion of the meeting, Cabinet Secretary Amanj Rahim presented a detailed and supported report with numbers, numbers, and the necessary legal and financial clarifications regarding the salary file in the Kurdistan region.

He stressed that the salaries and financial entitlements of employees are rights proven under the laws and must be protected and are at the top of the work of the ninth ministerial formation, and the Council called on the federal government to disburse the region’s share as soon as possible so that with the addition of local revenues, salaries can be disbursed.  

The statement indicated that the cabinet approved the proposal of the Ministry of Finance and Economy to increase the upcoming salary funding from 82 to 79 percent, and reduce the funding cutoff from 21 to 18 percent.

SULAIMANI — Iraq will protect foreign mission buildings and ensure only the state has weapons, Prime Minister Mustafa al-Kadhimi told 25 top diplomats on Wednesday (September 30), after Washington warned it could shut down its Baghdad embassy.

The United States has made preparations to withdraw diplomats from Iraq after warning Baghdad it could shut its embassy, two Iraqi officials and two Western diplomats said, a step Iraqis fear could turn their country into a battle zone, according to Reuters.

“Iraq is keen on enforcing the rule of law, the state’s monopoly on having weapons, protecting foreign missions, and diplomatic buildings,” Kadhimi told a meeting of 25 ambassadors and Charges d’Affaires, his office said in a statement.

“Those who carry out attacks on foreign missions are seeking to destabilise Iraq and sabotage its regional and international relations,” he said.

Rockets regularly fly across the Tigris towards the heavily fortified US diplomatic compound.

In recent weeks rocket attacks near the embassy have increased and roadside bombs targeted convoys carrying equipment to the US-led military coalition. One roadside attack hit a British convoy in Baghdad, the first of its kind against Western diplomats in Iraq for years.

On Monday three children and two women were killed when two militia rockets hit a family home, the Iraqi military said. Police sources said Baghdad airport was the intended target.

“These attacks do not target foreign missions alone, but have hurt innocent citizens, including children,” Kadhimi said.

Washington blames such attacks on Iranian-backed militia groups. Iran has not directly commented on the incidents but groups believed to be connected to Iran-aligned militias have claimed responsibility for some attacks.

“We expressed our deep concern at the rise in the number and sophistication of attacks against diplomatic premises in Iraq,” the 25 diplomats said in a joint statement.

“We welcome the actions that Prime Minister Kadhimi and his government have taken to address these concerns.”

The US ambassador was at Wednesday’s meeting, the joint statement showed.

Al-Kazemi said yesterday in the cabinet session that the increase in these attacks made the diplomatic missions of countries thinking of closing their representations in Iraq .

Shafaq News / The Iraqi Foreign Minister, Fuad Hussein called on Wednesday the US government to reconsider the “initial” decision to close its embassy in the capital, Baghdad, describing the withdrawal as a dangerous step for the country in all aspects, especially the economic one .

This is the first official acknowledgment by the federal government after reports were received about Washington’s intention to close its embassy in Baghdad due to the increasing attacks by the armed Shiite factions loyal to Tehran that target US interests .

Hussein said in a press conference held after a meeting between ambassadors of 25 countries with Prime Minister Mustafa Al-Kazemi, that “during the meeting the seriousness of the American decision to withdraw diplomatically” was discussed, indicating that “closing the US embassy in Baghdad gives wrong signals, whether to extremists, they will imagine that There is an imaginary victory for their policy, and it gives false signals to the Iraqi people   that they will be isolated from the world, and this does not help the Iraqi government and people . ”

And he added, “We hope that the US administration will reconsider the decision to close the embassy, and we will communicate with it to reverse this decision .”

Hussein pointed out that “the Iraqi government is not happy with the initial decision to withdraw the US and close its embassy in Baghdad because there are possibilities that this withdrawal will lead to other withdrawals and will affect all economic conditions, including economic conditions .”

And on the visit that Hussein made to Tehran, the latter said, “We were frank during our visit to Iran that these operations would lead to chaos of weapons in Iraq and would lead to a security and political disaster in Iraq and the region . ”

He also said, “In our discussions with the highest levels in Iran, we discussed this issue, and the brothers in Tehran confirmed that they have no relations with these factions, and they are exerting efforts for the sake of stability and security in Iraq .”

The minister added, “The withdrawal is not in America’s interest either, and we understand the electoral situation in its hand,” noting that Iraq is communicating with countries of the world in order to review the decision to withdraw the American side from the country.
